Html website design, help?

Hello, thank you for taking your time reading this.

I have a website, it's very simple since I'm a beginner in HTML. And I've been working on a new design,
and I'm trying to add a picture of a person (Megan Fox) to the website, and I pretty much want her to "follow the website", what I mean by that is like, when you scroll down the page, she stays the same. Like if you go to www.myspace.com/britneyspears you can see that her background stays still. I want Megan Fox to stand where she stands on the picture below, so, when I scroll down, I want that picture to scroll down with me if you get what I mean, so she doesn't disappear on the website. If you can give me a html code for this or tell me how to do etc, I'd be more than happy to pay you a small sum.
